Job Summary:
At UMS, our Local HR Operations team keeps the organization running smoothly by delivering proficient HR services that are business-aligned, compliant, efficient, and people-centered. As the primary HR contact for all operational HR matters, this role plays a key part in supporting employees, managers, and authorities — always equipped with deep knowledge of Dutch labor law and workplace culture. This role will help shape a positive and professional employee journey, ensuring every touchpoint (from hiring to retiring) is handled with care, accuracy, and alignment to company standards. Our HR Operations is essential in building a supportive, trusted, and high-performing environment across UMS. This role will report professionally to the Head of HR Business Unit NewTech and legally to the Managing Director of UMS.

 

 

Key activities include:

  • Operate the entire employee lifecycle process in compliance with local labor law, across all relevant HR topics such as Recruiting (job postings, applicant tracking, hiring interviews, coordination of hiring decisions, contract creation, contract terms, compensation, onboarding), Performance Management (e.g. Performance review tracking), Development, Learning, Personnel Administration (e.g. employee records, letters), Offboarding (e.g. reference letter), Time tracking & Payroll, etc.
  • Act as the first point of contact for employees, managers, employee representatives (e.g. works councils, union) and authorities on all operational HR matters
  • Propose, align and execute individual HR measures (e.g. promotions, transfers, disciplinary actions) in agreement with the Head of HR as well as in compliance with local labor regulations
  • Support implementation of HR processes, HR IT systems, policies, strategies and restructuring initiatives locally, in close coordination with Head of HR BU NewTech
  • Operate and support special local HR projects and topics tasked by Head of HR BU NewTech (e.g. diversity events, recruiting fairs)
  • Proactively identify improvement areas and propose solutions
  • Execute talent and performance development activities on local level, including support in internal talent identification and succession planning
  • Ensure & oversee the local payroll process, including expatriate payroll, ensuring accuracy and compliance
  • Expert of local labor law & regulations
  • Local Health Management incl. Prevention programs such as e.g. “Welfare talks”, stress management, Work-Life-Balance-Activities, Medical Service, Events etc.
  • Support reintegration programs (e.g. return-to-work initiatives after long-term absence)
  • Coordinate and support vocational training and apprenticeship or student programs, including ongoing administrative follow-up
  • Proactively gather employee feedback to continuously adapt HR processes to local needs
  • Align on infrastructural and local HR needs (e.g. HR process implementation, templates, HR IT etc.) and align on solutions with Head of HR BU NewTech
  • Take part in HR internal Meetings (e.g. All Hands HR Townhalls) of DEUTZ group
  • Ensure sufficient local HR Data Quality & local HR Controlling (e.g. contract expirations, proactive planning on replacement/succession needs)
  • Conduct HR KPI reporting on local level and forward to Head of HR BU NewTech (e.g. FTE amount, time tracking, absenteeism analyses)

 

 

Qualifications:

  • Bachelor’s degree or equal in Human Resources, Business Administration, or related field
  • 5+ years of experience in operational HR, preferably within a manufacturing environment
  • Strong knowledge of Dutch labor law, HR regulations, unions and local compliance requirements
  • Proven experience managing the full employee lifecycle (e.g. recruiting, onboarding, personnel administration, time, payroll, performance, development, learning, offboarding)
  • High level of independence, reliability, as well as hands-on and proactive problem solving mindset
  • Experience as first-line HR contact for employees, managers and authorities to enable positive employee experiences
  • Demonstrated ability to translate and implement global HR requirements into compliant and practical local processes
  • Solid experience with HR administration, contract management, and HR documentation accuracy
  • Strong skills in HR data accuracy, reporting, and KPI tracking
  • Ability to handle sensitive personnel cases (promotions, transfers, disciplinary actions) with discretion and legal compliance
  • Experience supporting health management, reintegration and absence processes
  • Strong communication, stakeholder management, and problem-solving skills
  • Proficiency with HR IT systems (i.e. SAP SuccessFactors as an advantage) and MS Office programs
  • Fluent in Dutch and English (written & spoken)
  • German is an advantage
  • Experience in multinational organizations is an advantage
  • Demonstrated proactive approaches to problem solving

 

 

Working conditions:

  • The role is predominantly office-based, with the option of a hybrid working model subject to individual agreement
  • There might be limited travel involved, for example to the company headquarters in Cologne, Germany
  • Full-time position (40 hours per week)
